"the housing came later."- actually the houses were also built in the fifties as part of the Veterans Land Act.

"Folks who bought cheap industrial land now are complaining that the Facility, which was there first, should be moved." -thats a ridiculous comment, are you aware of the number of major utilities that run along major highway right-of-ways and even suburbs. If all the land adjacent these was declared uninhabitable there would not be much left. I do agree that there is a notable minority who love to play the victim in these situations.

Bottom line- a stupid error that could have been avoided with due diligence and care. I would prefer that our elected representatives give a bit more thought to the unfortunate people directly affected rather than playing the green card.

Notice that Derek Corrigan, the Mayor of Burnaby (who is also in contract negotiations with his civic worker unions), extensively praised their dedication and performance as they swung into immediate action to deal with this breach of oil containment. He didn't worry about whether this would be a plus or a minus at the negotiating table, he simply did the right thing and acknowledged them publicly.

Compare that to "I'm right and I want what I want, nyaaa!" Sam Sullivan in Vancouver, who, of course, not only helped precipitate the current strikes but has added fuel to the fire by refusing to negotiate since.
