I have lived there for more than 34 years, so I know. Every shopkeeper has to pay 'tax' to so many underground outfits. In Imphal, the capital of Manipur, every mainland Indian including kids and newborns has to pay Rs 150 (Indian Rupees) per year. These undergrounds call it, 'temporary visa.'
